There are two ways to make a poll, a thread / topic poll or a forum poll.
The forum poll is set up in your control panel > Forum management > Manage > General Settings > Poll. (Owner, SAdmin or Admin only)
You pop in a question in the text box, change font, colours etc and submit it, you can then add answers /options for that poll using the add answer button on the right of the Poll Name in the Poll list. (These Polls are restricted by any general forum permissions you may have, so if your forum is closed to non members, only members will be able to vote.)
This poll will be linked to the Poll link on the top links panel between invite and photos links (if enabled), you can have more than one of these running at any one time.
The thread / topic poll is a poll within a sub category and you click the new poll button which sits next to the new topic button (unless it has been disabled in permissions) you fill in the poll name, tags and a description, you then click post poll, this then gives you a page where you can edit the poll and add the questions / options and choose who can do and see what. (This poll will also be restricted to any permissions set for that sub category including the today page).
This poll will sit at the top of the sub category page (below announcements and any stuck threads).
Please Note: Not all forums have polls enabled, some have them enabled through the control panel only (forum poll) and some are open to all, so if you don't see a poll link button it might be that the option is unavailable to you.
