I went to your first forum, and I don't think the recycle bin is your problem. You have three forums, the second two are set up correctly.
The first forum has nothing but catagories, no subcatagories included.
You first want to make main catagories, then add the subcatagories ... For example in my forum, gotratterrier.aimoo.com, I have 3 main catagories ... Information, Just For Fun, and Help Section. Those catagories have at least 4 subcatagories each.
