Here's the good news.

Onwers and admins could now add an announcement thread to every sub-category. Tick the option "Create a forum announcement thread." at the bottom of the advanced editor, make the thread an announcement . The thread will be put at the top among all threads in every sub-category. If  someone add a new announcement thread, the previous one will be removed automatically.  

Tips: The announcement thread will appear at the top of the thread lists with the icon  .

Nice one, cheers for reinstating that and well done christmas music guru for asking for it to be given back.

It is a very handy thing to be able to do.

Question.
Can it be set so only owners and admins can post community announcements or is it so anyone can post one as standard?

Only owner and admin of the forum could post forum announcement threads. You are also welcome to give us any comments and suggestions.
